I know it's not popular to like Tom Cruise these days, but I believe he is the most charismatic actor I've ever seen. When he is on the screen, even when he plays repulsive char actors (His supporting role in Magnolia) but you are wrapped up in his performance, and you want to watch him. Top Gun, Interview With The Vampire, Collateral, Rainman, etc..
He does a wide variety of worlds, but brings that charisma to each role, be it the good guy or the bad one.
I must say that Johnny Depp is a very charismatic actor, who has became so many amazing people, (long before Capt. Jack) and he too demands your presence when watching him, but
Tom Cruise had many more blockbuster hits, so I would say that going by the material, Cruise has made a fortune having us watch up, even if we don't like him.
I am of course talking of actors who are alive today. Going back in time, would make a completely different story, Jude Law is an actor today who has the charisma of he Glamouras actor's who graced the silver screen. (His bit part in the Aviator, as Errol Flynn was superb)

That is a tough question. I'm assuming you mean on-screen, so from the pick of modern day actors/actresses, I'd have to say George Clooney. He has charm, humour and most importantly talent, as his recent Oscar demonstrates. Even when he's playing morally dubious characters, such as Jack in Out Of Sight, you have to love the guy. Will Smith is also loaded with charisma and Jack Nicholson would have to be pretty high up the list too.

Female- Merryl Streep, she can take any role and turn into that character and make you believe.
Male- Daniel Day Lewis, same reason. Check out the movie My Leftt Foot if you've never seen it.

Robin Williams; he disarms people of every kind (age, race, gender, orientation, religion, etc.) by making them laugh. From his stand up, to his television show, to his movies, cartoon voices he has done something for everyone.

he always manages to get his message across even in the most controversial circumstances.
and he always makes sense.
and i love the fact that his a family man.

oh that's easy ... David Caruso ...that man has charismatic pouring out of his skin... there is just something about him that makes my skin tingle
