Matter such as water (H2O) can exist as an ionized gas, a vapor a liquid or a solid. The mass will depend solely on the total number of molecules present. If you weighed a basket full of golf balls, the total mass would depend on the number of golf balls. If you ionized them or vaporized them or melted them or froze them into a solid mass the total mass would not change. Each molecule (golf ball?) has its own mass and the total mass is determined but summing up the mass of the entire collection regardless of its present state (provided you don't add or lose any).
