Is there a difference between fuel grade ethanol and "moonshine"?

Essentially they are the same. Both are ethanol and both are grain derrived as opposed to synthetic ethanol which is a petroleum product. Ethanol in its purest state is the same regardless of the process of its manufacture. When distilling grain produced ethanol, one must be very careful not to include the other alcohols which are produced by the fermentation process. As the grain is fermented, other alcohols such as methanol, butanol, propanol, etc are also produced albeit in much smaller quantities. These other alcohols are considerably more toxic than the ethanol and can cause blindness or death when consumed in sufficient quantities. The distiller must know exactly the correct temperature to remove the distillate in order to get the desired ethanol and eliminate as much of the undesirable toxic matrerials as possible. The equipment and knowlegable level of the engineers and chemists who produce commercial ethanol from grain is much greater than that of "moonshiners" and they will produce a much higher quality of ethanol. However, once the ethanol is mixed with gasoline to make fuel it is toxic and undrinkable. Further, it is very difficult to separate it from the gasoline. Ethanol will coelute with, or distill at the same temperature as, such toxic components of gasoline as benzene. Of course, there is also the safety consideration of being incinerated by the conflagration which would result frlom attempting to distill ethanol containing engine fuel using moonshining equipment. In summation, fuel grade ethanol is of a more pure nature than moonshine prior to its being made into fuel. Improperly made moonshine can kill ya.
