Comtro Panel is not running .

Well u did't mentioned which OS ur using. U have to reinstall fresh Windows and then scan the system with antivirus.

Click "Start", click "Run", type "MSCONFIG" at the prompt and press "Enter".
In the dialog box that appears, click the "Startup" tab.
If you can see there an item called "RunDll" (next to a checkbox and followed by the program's path, click to select that checkbox and then click OK to close the MSCONFIG utility.
If you don't see the program there, try to make a shortcut for it and place that shortcut in the "Start | Programs | Startup" menu.
Now restart the computer and, if the problem is still there, you'll have to reinstall "Windows". But I hope one of those solutions will solve your problem.

Just restore the Ur system to the date when u install yahoo toolbar.it is the main cause for not running system32\rundll.exe.and don't install yahoo toolbar again.

I think you have a virus, try to scan your computer from viruses VIA norton antivirus and try, if this not work, you need a new windows.

If your antivirus doesn't pick it up you may still have a virus that hides it's self. To clean it go to www.norbiesworld.co.uk and register. He will help you clean your computer.
