Number of years in working is never a good gauge for experience as different companies have different practices. Sometimes you may be in a company that deal in sales but when you change your career, you may end up working for a banking firm so where is the experiences count. Unless you are going back to the same line then maybe it is a different story but it could be part of the experience that may be useful. So when you change your job, you must find job that is relevant to your experience

I would look at who they worked for and if you know that it is a company that is good at what they do and do plenty of business then it is easy to say that they gained good experience while working there. I know I have picked up alot of experience through my years in the service.

not if, say, in 5 years worked you switched jobs 19 times. Employers don't like this for some reason. I wonder why?

Of what? Experience at your job, or life experience?
At your job I would say yes.
At life....not necessarily.
