I believe you have to enter the cheats at the first screen that shows (should be a picture that says most wanted).
It's like that for Underground 2. Should work for Most Wanted.

"At the press start screen"
you can easily find all your answers at www.ign.com . scroll down the page until you see cheats on the left side of the page. look for the system you own, and then click link, from there you can browse for the game using an alphabet listing. go to the "N" column and look for the game. if you own the PS2 here are some codes i found already. or you could use the source link to look at the rest for yourself.

for which platform?
for Xbox I think you have to enter them at the beginning screen... and you have to push the buttons QUICKLY or it won't work.
