In my opinion, the protocol are mutual between the quest and visit and the big leaders who has more power have more say and Money talks.For example when President Bush visited Thailand for Asian Summit, the American body guards and army of men went to the host country and planed more than 3-6 months.The Thai government allowed the American swept through the whole city,Bangkok.so after 911 the situation in the world changed and so is the Protocol.

Yes, they generally are armed. The US secrete service keeps their own weapons. If it is the State Department they usually turn in their guns and then are given similar weapons owned by the host government.

you can be sure that wherever Bush goes.. his secret service & associates would be Heavily armed! ..and then some..
however.. don't think the reverse would be true when say some lesser head-of-state from some small country comes here.
I think it really depends on Who is going Where.. and how much Clout they have with whom they're visiting.
