Tough skins are usually caused by not enough water when the tomatoes are still very small and forming especially if you live in a hard water area. Check the ph of your soil.

This might not help now but it can in the future, try adding compost to your soil for at least a month before you seed. Use only quality stuff like cut up banana peels [small amounts], egg shells, vegetables and fruit pulp. That is the only way that I got the perfect tomato when I was trying to grow Heirlooms without them falling apart or being too tough. The others were right though, check the soil and water to see what is going on there. Maybe try misting them with some bottled water a couple times a day, at this stage in the game if you really want answers go to your local feed store and ask them, they will know the land and surroundings and might be able to give you some solid advice.

It could be the type of tomato...they have been hybridized to have tough skins for commercial planting so that when harvested by machine and transported en masse in trucks, they don't bruise so easily.

Tomatoes need lots and lots of water from day one to prevent tough skins. Lots of sunshine gives them their sweetness.

it might be the type of tomato also if they are slow growing or slow to ripen that might be the prb as well
