Depends on the temperature. The testicles require a temperature that is a few degrees cooler than the rest of the body, so when it is hot outside, they hang furthur down trying to stay cooler. When it is cold outside, they tend to shrink up trying to attract more body heat. Anyways, they will take care of themselves so don't worry about how much they do or don't hang.

there is no average . all men are different. Some sag some do not and some men have one saggy and the other up high.

It varies for each man and the temperature. Cold they shrink up tight, warm the hang, hot the hang really low.
