i just completed graduation. working in a company for work experience. wanted to do mba in usa or uk. which is best?

Almost all MBA programs in the US and a fair number in the UK (I think) require the GMAT. If you don't have another proof of English ability, you will ALSO have to do an English test. In the US, the TOEFL is the most widely-recognized one; in the UK, the various Cambridge exams are (for MBA they'd most likely require the BEC Vantage (or Higher) or Cambridge Advanced (CAE) (or Proficiency)). IELTS may also be accepted, especially in the UK, but you'd do well to check first.

GMAT is must for doing MBA in US. IELTS is just a test of English is not enough. In fact the question is irrelevant. Its not a choice between GMAT and IELTS.

You will need to do a lot of research buddy and prepare like hell for GMAT. Its not going to be easy.

IELTS is accepted in UK, Australia and few other places while GMAT is accepted in US, UK and other places. So if you wish to restrict search for Universities to UK then IELTS should work fine, but if you wish to try in US too then GMAT is the right choice
