I'm not sure, but when I worked at a bank, they still made us work on bank holidays, just in the back offices. That's why I'm planning to blow my old bank up with a bomb

Bank holidays are provided for fixing the date of the honouring of cheques/drafts/due date and other negotiable instruments, under Negitiable Instruments Act.The Sundays and other holidays were made NIAct holidays to comply with legal requirements. But in the case of 24x7 banking these holidays have lost much of its legal significance. The repeal of NIAct and doing away with bank holidays is a political decision.

I think Bank Holidays are a nuisance. Everything shuts, there is no postal service etc.
Why not just give people the days off to take when they like so that way noboby loses out?

The clue is in the question..
A Bank Holiday is when banks basically sort everything out and finalise their accounts. Its impossible to do when transactions are in progress, so its a holiday for them to clear their records
