We've been at war for a few years now - Is it working for us or getting worse?
perhaps its time to get serious and try a new approach.

Terrorism warfare... it is a one system to wage war... but if you are asking of the absolute war... i don't think so, because the terrorist have no border of their own. They wage war on the principle of the stand point of a humanity cause which they abhor.
Terrorism can be defeated by individual approach and proper education of the depending cause. But still, the basic principle of the being is the main roots of the evil they fought and they terrorize out of disparity.

I believe not because while both could be considered types of warfare, they are two different types. With terrorism being an indirect fighting/combative style, regular warfare practices which generally use head-to-head direct combat styles are ineffective.
...that is unless general warfare happens to blow up/eliminate the entire global population which would eliminate terrorism by happenstance due to lack of people.

This is not an Earth science and geology question, but here is a potential answer:
You have to define the word terrorism before you can consider the operational method to approach it. Very few military political actions have succeeded through out history. The real problem is what is left behind. So the social and political actions behind it have to be addressed.

I believe terrorism can only be defeated by the global banking (financial) policy. As soon as terrorists lose their financial resources, they will lose the war.

Warfare is terrorism, too. Killing civillians is called terrorism. Terrorism should be faded by killing the terrorist, not killing civilians. Not like the thing we saw in Lebanon.

War is war, whether it's declared or not. yes, the purpose of war is to kill more of the bad guys before they kill us.
Dictatorial countries around the world seem be hotbeds of terrorism. Economic disparity created by these dictators (such as Iran) seem bent on using their control of their media to insight hatred, violence and terror.
I believe we need to declare war on regimes that harbor and fertilizer terrorism and terrorists.

No.
Military warfare only makes them stronger in their fundamentalist beliefs. I believe, that once they loose their funding (many govts are already working on this) by suspending suspected terrorists bank accounts they will cease to operate.

Only if we actually declare war against nations that support terrorism (like Iran) and nuke them into the stone age.

Nope can't do it......because most terrorists have a VERY VERY strong beleif in what they are doing and such determination cannot be stopped....if you grab a terrorist and hold him at gun point to renounce his way or die....he'll kill himself before conforming....the best way to stop terrorists are to empathize with them (NOT sympathize) and try appease them first...(If their demands are reasnoble) if that don't work Blast them to hell
