Charlie's birthday is on 31 December. The question was asked on 1 January. Two days prior, Charlie was 20 but now he's had another birthday so he's 21. Next year on 1 January he'd obviously be 22. And the next year on 31 December he'll turn 23.

Suppose Charlie was born on 31st December-2002.
So two days back i.e.on 29TH December-2002 he was 20.
So on 31st December-2002 he will be 21.
Now this year means on 31st December-2003 he will be 22.
Now in next year he will be 23(On 31st December-2004)
