The "skin" effect.
Electrons flow through the least resistance path.
On a circle (imagine the section of your cable), try to put as many dots as you can at EQUAL distance from each other.
So you have one dot in the center, 6 on the inner circle (layer), 20 on the third and so on. The last (outskirts) contains the most dots... or electrons.
Electrons circulate through the wire, but they tend to keep the maximum distance between each other (they have the same charge, so they repel each other, hence an equal distance between each electron).
This also means that ther IS a current through the center of the cable (but of less intensity than the periphery).

If there is an electric field in a conductor, current flows (ie electrons would move) in accordance with Ohms law. The direction of current would result in a redistribution of charge tending to cancel the electric field. Current would only stop flowing when the E field is zeroed out completely.

As to why the charge ends up on the surface only. If there where any concentration of charge within the bulk, it would cause a divergent electric field and, again, the charge would redistribute itself to cancel this.

On a conductor, where charge is free to move, the lowest energy configuration is with the charge distributed over the surface.
