I presume you are referring to task bar at the bottom of your desktop. Try this, it might help: move you mouse to the bottom border of the desktop until your mouse cursor changes from pointing arrow to double headed arrow, at this point depress and hold down your left mouse button and drag the border line out a bit and drop. you might need to repeat these steps at other border line top,left and right if at bottom border you do not see double headed arrow.

If you mean the bottom toolbar, Hover at the bottom of the screen, Right click, properties, and untick autohide.
