Why wouldn't Iceland develop? You're question doesn't make a great deal of sense.

If you meant "WHAT" and not "WHY", that is essentially Hydrogen power sources and hydrogen power plants (the future of energy, when oil will be gone).
Huge plants manufacture liquid hydrogen, and truck are developed for its transport.
