First, you don't really see buildings in bad-shape in these countries. Moreover, you can see buildings in Reykjavik that are painted in various sharp colours. I heard that they painted them in many colors to counter the effect of bad weather on people's moods. But I am not too sure

I've never been to Scandinavia but I lived in Iceland for three years and my opinion is that it's because they are very proud people. They love their land and history and aren't afraid to show it.

Architecture in Scandinavia is very clean and modern. And taxes are high, allowing lots of Goverment spending to help make the countries better places. That and Scandinavians have always been a clean people.

The colors are from the the natural glow of the northern lights. The maintenace is first-rate due to the harnessing of hard-working off-duty elves in the non-christmas seasons.

While the elves answer is funny, the high taxes one is even funnier. I can assure you that our taxes do not go into a fund that pays out to help people paint their houses.
