I believe that yes, timing is everything. But, the big secret is preparing yourself and being at your peak performance, no matter what it is so that whenever the timing comes your ready for it.

Yes it is.
Especially in humor. "what" is said is not what creates the joke, most of the times it is "when" you say it, which does.
Sometime even the most mundane of statements create the funniest of jokes.

And jokes apart even in life, every aspect of it has to be done at a particular time when it is most significant. Before or after that time, it may lose its significance.

No, the wrong action at the right time doesn't achieve the desired results. Like trying to put someone at ease and telling a 'blue' joke.
