Dobbins Lookout

Of the four lookouts in South Mountain Park, Dobbins Lookout may not be the highest, but it has the biggest parking lot and the most spectacular views of the sprawling Valley.
Dusk is the perfect time to drive to the top of South Mountain. To reach Dobbins Lookout, elevation 2,330 feet, drive south on Central Avenue past Baseline Road and the park's gates. The main road turns into Summit Road. Just follow the signs. If you can't read the signs, remember, the road ends at the sparkling ruby red lights of the communications towers above.
Take it slow on the dark, winding, two-lane road. Think 10 to 15 mph at most.
Once in the parking lot, get out and wander down to the rock shelter on the ledge. The view is breathtaking. The valley of two million-plus is crowded.
If you can, sit on a wooden bench or the low flagstone wall. Then look. To the east, watch jets landing at Sky Harbor International Airport, the cars zipping along the Loop 202. To the west, count the twinkling lights of El Mirage and beyond.

There's a US 60 in the hills north of I-10 coming east from the melon packers that gives a night view of Phoenix, or you could come in from the mountains on I-17.

This is easy its South Mountain. Be sure to bring water and a first aid kit though. There are lots of scorpions on this mountain and be cautious of them. there are usually lots of people there as well but its best mountain around. Also a great make out spot:P You should also know the road is wine-de so take a good car that wont break down.
