The street is a public place and everyone can park on it except when blocking a driveway or obstructing traffic.

The only law here would be if the neighbor had obtained and legally secured a "designated parking" PERMIT in front of the residence. That area would be painted and a sign posted. If no signs are posted then you have every right to park your automobile any place that is considered legal. Only use the area in front of the residence if it is the only parking space available. Some people are very territorial and the neighbor just might, be one of them.

Laws will vary by country, state, county and city. it can depend on where the road is located and whether it is a public road or private road.
Where I live (San Diego County, CA), your care not supposed to park a vehicle in the same spot for more than 72 hours before you must move it. I personally think people should park in front of their own house or in their driveway before parking in front of someone else's house, but there isn't much I can do about ti besides asking them not to.

Not usually. Some times in little housing developments you will have a bunch of wack jobs and they will make a little inter-development rule that says you can only have guests park in front of your house or in special guest parking areas that aren't in front of other people's houses. But for standard neighborhood streets in the US, you can park wherever the heck you want as long as its legal (not parking the wrong direction, in front of a hydrant blocking a driveway or in front of any other colored curb or designated non-parking zone).
There was a living across the street from my parents and depending on which way I came down the street I would park in front of his house or my parents house. He called the cops on me once to complain and they came out and told him to stop wasting their time. He was a total tool. Yuppie crack head or something. I think he once threw eggs onto my car. I wanted to throw eggs onto his house but I didn't... :(
I googled it and found that there are laws against parking IN someone's yard, including your own, but none about parking in front. There was a site where someone asked if the city could come out and paint the curb in front of her house red so her neighbors would stop parking in front of her house. they told her no. I put that link in sources...

As long as the car is legally parked on the street your neighbor can't do anything about it.

well in my country it depends on what kind of lines are drawn in front of the house. double jagged means no way. double yellow means can wait but cannot park. single white means can during certain hours.
there are so many such lines that even i am confused.
