You know what, the more I read this, the more I realize that this is a really good question. People say that ghosts are 'recordings' left by a living person in the environment, but that doesn't explain the clothes thing.
My answer to this question is simple; I don't believe in ghosts.

I believe the type of ghost you are talking about is what I call an 'echo'.
An echo is a reinactment of a scene that occurred through the life of the person the ghost represents and does not interact with the living. Therefore - unless the person was naked at the time of the 'recording' they would be clothed. They are not really an 'entity' but like a visual memory.
An entity is more like a poltergeist, and can react to living people who come across it - they are rarely formed as people - and I've never met an entity that looks like a person at all, mostly feelings and kenetic energy.
I disagree that it is what they wore when they died - it is the time of the 'recording' and so might be an incedent before they died rather then the moment of death.

Most "ghosts" are what ghost hunters refer to a "psychic imprints", meaning they're just a visual memory of something that occurred in a certain place (although not always visual--sounds and scents are common as well). Imprints usually don't interact with people and are oblivious to their existence, and are very separate from an actual restless spirit (and much more common).

You see a thought projection. Ethereal matter is not solid, it comes from thought.
