Any level of acoustical foam insulation would work, or you can buy industrial foam sheeting, used as insulation, usually sold in blue or pink color. I suspect the 2 inch or thicker will help. You'll have to install it on the ceiling certainly, and you might use carpet on the walls, as suggested, but please assume that you won't muffle all the escaping "noise" or at least the vibrations from the instruments or equipment.

You might consider the garage or an outbuilding for the purpose.

The most cheapest solution is fixing (coating) your walls with a 3/4" softboard all around.

Its cheaper than using chipboards.

Check local DIY stores for cost.

sound travels through soild walls the best so u can get sound proof foam like they use in recording studios or u can build new walls with insulation in between the new walls and the concrete walls. same goes with the ceiling u need to drop it and put insulation inbetween the new and old.
there is no cheap way

pick up used matresses and line the walls with them. Attach as much foam or foam board to the ceiling as you can afford - using two layers of foam board with a 2-3" gap in between helps alot.

Yu can convert one of your main rooms fo rthis using simple cement mortar.

Use an equal mix of cement - brick clay .mix n plaster.use a wire mesh so that the partcles can hold on. Check with a mason on how to do it. This is a wonder mix. I have doen this and its absolutely cool. Once done use egg cartons pasted on them and color - now rock it...
