When a display or writing or speech is made either directly or indirectly to denote the sexual organs or actions in a polite and decent manner without affecting the sentiments of the audience, then it is sexy but within some limitation. When such a depiction or expression is made beyond any reasonable limit, lacking civilisation, beyond morals, morally crude, in an indecent way, offencive language then it is not acceptable to the society or the group and it is called vulgar.

A mere HAIRLINE difference!! What is SEXY to one maybe VULGAR to other and vice-versa! When you watch a NUDE ART PAINTING/PHOTOGRAPH/SCULPTURE you try to find the artistic element, the aesthetic appeal in it rather then gaping and leaching at it. But the same may not be the case if you are watching a real nude on a beach. So SEXY and VULGAR is apart from being dependent on the beholders eye also dependent on the frame of reference from which you look at it. SEXY and VULGAR differ with a slight hairline difference!!!

The way Sex and Sexy are expressed and understood now-a-days , by decent human standards, are both distorted from natural expression and hence vulgar. Sexy is a definition of sensual attraction probably coined originally by beauty industry but extended at present to inanimate supportive instrumentations also such as cell phones, automobiles ,aromatic sprays etc. Vulgar is an impertinent expression to what is considered natural in form as well as language of communication. Adult hairs growing on male/ female human bodies were used to be considered natural and symbolic of physical maturity in earlier decades but at present, due to el nino environmental or some other mental cause, is being considered as primitive and vulgar and its protoganists relegated to porno world. Indeed sex is not related to external expression of beauty but the inner sense of unity and love of all creation and vulgarity is a distortion deviating from natural order of rational expression.

The difference is rather thin. In sexy, there is some amount of aestheticism, involved. In vulgarity, there is neither decency nor an element of appreciation, but there is cheapness, unabashed exhibitionism, with no attempt to kindle others' sense of beauty and aestheticism.
