If you of the age to consent and your manager is of the age to consent Then no it's not illegal to engage in sexual congress. However it could be against the code of conduct at your place of work, which if your caught breaking both you and your manager could get fired. So if I were you, I'd find out what the rules of your job say.

NO, unless your manager is married, it could be illegal in some states. It could be breaking a contract binding with your employment though in some cases!
