Transparency International has been railing against corruption for years. But "rich" countries do not give corruption the highest priority. (The US does enforce its Foreign Corrupt Practices Act against Americans and American companies that bribe foreign officials.)
It is a fact of life and politics and diplomacy that other factors have a higher priority than corruption: business (how much does the US sell and invest in the PI); regional diplomacy (the China issue; terrorism; military affairs)
US administrations have often preferred corrupt, fascist dictatorship to socialist, democratic ones becaue they suit the interest of big American companies who influence American politics. The US is not free of corruption (especially the current adminstration which has stolen the contents of the US Treasury, given it (through reduced taxes) to its riches cronies, and mortgaged America's grandkids' future to the Chinese and other foreigners who buy the federal debt.)
That's just how it is. Bush's idea of "morality" is: banning abortion and stem cell research, trying to get prayer back in schools, encouraging use of the death penalty, blocking gay marriage, keeping sex out of the White House and so on.

Simply because they wish to help the poor and needy in those countries that have a corrupt government. Should they make innocent people suffer to punish the corrupt politicians?

I wouldn't call the US (or any other country for that matter) "less corrupt. They're all corrupt. Unfortunately, many countries don't factor in such things as humanitarian issues when they form relationships.

politicians make a lot of claims. keep in mind that the goal of the US government is to stay in power, not promote peace or justice. even US citizens are secondary as far as the US government is concerned.
