In the pitstop area there are these two flap present.When the car comes to the pit and is stationary for a while it carries a lot of static electricty.These flaps absorb the static,otherwise it would hit the pitmen and also the refuelling rig and the fuel causing fire in the pits.to avoid this the flaps are there to absorb static shock.

They are used to `ground' (`earth' in Britain and other parts of the world) the cars during refuelling. They are held in place with tape and have no other function such as timing the length of a pit stop.
