It is possible that females reach a sexual peak later because the odds of successful reproduction improve when the body is more mature. As for why females mature sexually faster than males, I can't think of any particular reason; some parts of the human condition are mysteries lost in the fog of evolutionary history (such as why we have an appendix).

For one thing, sex and reproduction are two separate things in women, which is why it is so difficult to create a Birth Control Pill for men. A woman can have all her abilities to have children removed, surgically, but doing the same for men, and no more sex. As a result, it takes longer for men to become fully mature. Another factor is emotional maturity. Since males primarily use logic, it take eight years longer for a male to reach emotional maturity. Emotional maturity is important in having a fully satisfying sexual experience. As for females reaching their sexual peak later, that has a lot to do with reproduction, hormones, and mental attitude. Females feel more free when they reach that point in life when they think they can longer get pregnant, and don't have to be as careful, but that may be an illusion. Since 1914, with the advent of the Spanish Flu, humans are evolving into a longer living species, with women who thought they could not longer get pregnant, having a little surprise.

It is the inevitable need for women to wait for longer before peaking, sothat conceiving and getting pregnant is selective! "Not every time you do it", as some one put it! And, biologically when the male is back with his need and energy, for the next round so soon after the current one, the female has to be on par -- again, a need for procreational activity, the way nature intends! As for maturity, again, there is the need, because it's from so many eggs that the good eggs, the 'deserving' eggs have to be selected; the eggs have to start coming so much earlier!

Because sooner they breed the greater the chance their genes will be passed on, a woman enjoying sex is no evolutionarily significant. A more mature male can look after the woman (hunt , kill predators, kill other males who would kill their kids) better than a very young male. A very youn male 15 or 16 competing against and old male of 25-30 would be out classed in strength and guile.

If evolution had answers to that perhaps it could explain why women didn't develop extra pair of arms, and why they didn't genetically develop a third eye in the back of their heads...
Biologically, it's the physiology of the brain... After all the 'computer' governing all we do is in the brain. Females and males have different brains. And thus 'vive la difference!"
