that's not worms, that's maggots. empty the meat into the garbage, and clean the freezer with bleach then rinse with clear water before turning it back on. Put plastic bottles of water into the freezer to freeze so the next time the power goes off the food will stay cold longer and when the electricity does go off, cook all food as it thaws and refrigerate.

Gidday,
Get the rotten meat out of the freezer as fast as you can. Wash the inside of the freezer with hot soapy water. Then wipe the freezer over with bleach.

If you don't get the meat out soon it will take you days to get rid of the smell.

I'm curious are the worms maggots and was the freezer door left open for the flies to get in?

Put all of the meat in black trash bags and knot them tightly, and either put out by your pickup area or take to a dumpster immediatly. Then I would mix in an empty windex bottle about 1/3 bleach, and 2/3 water and spray all over your freezer and wipe it off, and you'll be good to go!
