Firstly there are so many people in a wide areas that they feel in the same fate,same interest and have same goals.They get together to declare as a state.BY declaring a state then secondly,they need to select some leaders to govern,protect and defend their interests.So they select their government.The society is developing and changing all the time,so the government should be developed also.
