They seem to serve no purpose because they are so stretchy.

if you are talking about the ones that hang on the sides...those are to hang you halter top evenly on the hanger.....much cheaper than fabric....the new way to save money...plus...like most of us....sometimes the little strap sneaks out ..and then you see a black string hanging...so now it's clear and it can be unnoticed for a bit

The little hooks on the inside of plastic clothes hangers are made for hanging those little flimsy straps on. Halters are such a pain to keep on a hanger.

Those are for the loops on the hangers, so the top doesn't fall off and end up on the floor. Other that that, they serve no purpose. I cut them out!

Hanging clothes by the plastic strings are useful so you dont wear down the fabric near the neck, which can get weak from holding the weight of a heavy outfit. These things are especially useful on strappy dresses.

As above, hangers.
They look better on display at the store when they aren't folded ove on themselves. It also helps to maintain the shape with less wrinkles from overstuffed racks.
If you don't fold them at home, keep the straps and use them. I have several dresses and tops that don't stay on hangers without them.

Those straps help you hang the clothes easily on the hanger. (i.e. slip the straps over the hanger) You do not slip your arms through the straps or whatsoever.

But if you don't like them, then snip them off...
You probably just put the top in your drawer anyways.

They are there so you can hang up the halter top b/c it has no real straps.

i work at walmart. mainly they are for hanging the merchandise up properly for a better display but customers can cut those off once it is purchased. and it does help keep the shape of the garment as well.
