If a person with Bi-polar disorder were denied that license it would be a violation of their civil rights.

It depends upon his therapy, and what drugs he is required to take. For the most part, most states will not allow him to have one, but there are some states that do.
The best thing you can do is to check with your local DMV.
The CDL program was supposed to unify and streamline the requirements from state to state. But some states have more rigid requirements than others. As long as there is no question regarding hid diagnosis on the application for DMV, or none on the DOT physical form, there may not be a restriction in your state.

Driving is a privilege, not reserved to allow all psycological disorders. It is up to the state to let you drive, and not to endanger the public. Call DMV and ask if this condition is on the list of prohibited conditions. I think it's pretty common. Alot of people drive, they just have not yet been diagnosed.

It would depend on the medicine you are taking.
You are not allowed to drive while taking some meds-it is considered the same as DUI

As long as the disorder does not prevent them from doing their duties. If you have had a problem in the past the only thing that will prevent you is Insurance.

If he take their pills... he will be more than ok. If he doesn't... depends... but he wont be more dangerous than the other cases I mentioned.

You can got the lic. but you can not pass the physical nor wil any comany hire you. If you read the DOT handbook it is all clearly outlined.
