This could be a ton of things. Most likely if you have checked the fuse and found that to be ok it may be a bad switch.

check the switch mounted on the front of the brake master cylinder, You know the one that causes the Ford cars and trucks to burn up, Pull the connector off, Is there brake fluid leaking in it?
If so replace it AND Find out if it is covered under a RECALL warranty thru Ford
Also the cable from the servo is a common failure and so is the amplifier which is available separately from the complete cruise control servo itself.

check the vacuum line going to the cruise control unit or the speed sensor may be bad but the speedo usually will not work right either
