you can't really base it on weight...they have to see you in person. because sometimes people just have muscle, and that weighs more than fat.

It's not just the weight that matters. Though they usually take slim girls for runway shows(except for plus size clothing). There is no specific weight, because models have different height. You can be 5'11, weighing 135 lbs and be a model. Or 5'5" and weigh 110 lbs, it really depends.

But what's important is that you can carry yourself and represent a company or line well.
