The population is also down from 400,000 to 260,000, so it's only half the city it was. Since the majority of the uninsured were black, until there is housing available, I would suspect that they would be least likely to move back.

However, there are lots of blacks in New Orleans today, so the answer to your question is yes, it's just what the racial balance will be, and that will change for the next 15 - 20 years, because that is how long it will take to rebuild most of what was lost - some will never be rebuilt.

I cant believe how ignorant & racist some of these people are who answered your question. Im from New Orleans, 9th ward to be exact! I would love to come back considering that is home. But why take the risk when they said the levees still cannot withold a hurricane the size of Katrina again. Its doomed to happen again and most of us were smart enough to move on. Its foolish for anyone to return unless the government builds a stronger levee. So to answer your question, if youre a racist ***** like you come off to be, then relax because you dont have to worry about that anytime soon, Im sure they dont miss you!

If they are smart they will not and if they are even smarter they will move to Texas. I hear George W Bush got a big farm there with lots of empty space.
