Well one of the duties used to be to execute the laws that Congress passes. However Bush routinely ignores those laws.

Article 2 of the Constitution deals with the powers and responsibilities of the Executive Branch. However, all it really says it that the President is Commander in Chief of the Armed Forces, and that "the executive power shall rest in the President".

Constitutional scholars are quick to point out that Article 2 (unlike Article 1, which spells out the powers of Congress) is extremely vague. In general, each President interprets Article 2 differently. A strict constructionist (like Coolidge) sees very little power for the President there. A loose constructionsist (like virtually every President since FDR) sees lots of power in Article 2.

So, basically, the power of the Executive Branch is an evolving issue. Limits or acknowledgement of power of the Presidency is an issue for Congress and the Supreme Court.
