Is his only option to upgrade to Windows 2000 or XP or get online to upgrade 98? Currently, he doesn't have a phone connection.

Are you sure about the model number?
I couldn't find 87480 anywhere...
Anyway, you, or someone could download the driver once found and put it on a Flash\Stick drive or CD and give it to your friend

A computer that was shipped with windows 98 will have issues running windows 2000 and probably wont run windows XP at all. If that is what you are asking

Systems that came with 98 are too far behind to upgrade!
You are looking at a new motherboard, CPU, RAM, Graphics
card, 400 + watts power supply with SATA and SLI capability
card reader, Windows Media or 64 bit or both.
Too, you should do it your self.
