A few factors:
-qualifications (usually a successful judge or a prominent lawyer or politician)
-political idealology (consistent with the president's)
-Age -- typically someone who will be able to serve a while is chosen
-Race / Gender - this has become more important recently as there has been importance placed on having a court this is diverse

He has a group suggest a list of qualified people - Judges from different courts.. They research & he interviews the short list of canidates. He has always picked someone from his party with like judical views.
Conservatives have always nominated conservatives & liberals have always nominated liberals. They try to nominate somone that Congress will approve. Wa La - you get a Supreme Court Justice.

Usually from a short list of people, who share his ideology, and are commited to following it. Unfortunatly, most the republicans picked are a bit more blue than people thought.

Republicans pick republicans, liberals pick liberals.

Usually, the people picked were moderates to get them approved.

Then Ronald Regan nominated a man named Bork. Bork believed in undoing the entire civil rights movement, restoring segregation, taking away the rights of women, basically returning to 1950's society.

Now it's a nasty mess when someone gets nominated.
