If you mean knowing more about every subject than anyone else does, no one individual can ever do that because some people know more about one subject than others do; and nobody can know everything about everything.
If, on the other hand, you mean innate intelligence that has to do with ability to think, process information, remember, solve problems, reason, etc., then yes. The person who has more intelligent can see the big picture and the microscopic picture, can figure out how the picture became what it is, remembers how the picture used to be, and can see inifinite ways that the picure may change. The person with higher intelligence has better ability to reason and be reasonable, is intelligent to know what he doesn't know, and is intelligent enough to know what is moral and what isn't.
A president may not need to be THE most intelligent person of all, but he/she should definitely be AMONG the most intelligent. People with less intelligence see the world through a much narrower viewpoint and from a viewpoint with fewer reference points.
Anyone who has ever experienced sitting in a classroom where the teacher was clearly not as intelligent as the person who was the student knows exactly how little the more intelligent person can take seriously about what the less intelligent person (authority figure or not) has to say.

Maybe not all the people he represents but it would be nice if he could pronounce simple words such as 'nuclear' and be able to put-together relatively simple, understandable sentences.

In Bushes defence he may be dumb, but not as dumb as I had thought because it takes alot of knowledge to stand in front of a bunch of reporters. answering question after question.
