try a disk doctor, but go with the non-motorized one. Use plenty of water and take one layer off at a time. Saved me having to spend 50 bucks on another copy of a video game that I dropped and it slid on the ground.
Got it on sale for $5.

I don't think that's possible. Once it's scratched, there's nothing you can do to fix it. If it's just a smudge or a fingerprint, you can wipe it away with a dry cloth.

Brasso works well, rub it all over in circular motion when it dries wipe clean.
