I find if sites have a Webby they are pretty good but there is different awards and types all over the world, click my source link to see them all.

There is an award for blogs called the Bloggies.

I think each site has it's own ratings for sites associated with it. Like if you have a site associated with Geocities, Piczo, Yahoo, or another site they will have "featured" pages, or a ranking system for the sites.
