Right click it un lock it. Then drag it to the bottom. Then right click it again and put lock so it doesn't move. That should fix it.

Right-click on the taskbar, and make sure the "Lock Taskbar" selection is unchecked. Then, click on an empty area of it, and drag it back to the bottom. Set it to the height that you want by dragging up or down, and lock it when you are finished by checking "Lock Taskbar" It does look good at the top, though... Kind of Apple-like.

Simply Drag your taskbar from where it is now and drop it to the bottom of your monitor screen...

right click taskbar.
Uncheck "Lock Taskbar"
Click and drag taskbar back to bottom.

the others are right, but you may also have to unlock it first. a right click should allow you to toggle this option. It can only be moved if it is unlocked first.
