Probably China and India, since they have the largest populations. As far as the highest percentage of rude people, I would say France.

I've always heard France. I know I went to Tahiti where there were a lot of French visitors and I know they were some of the rudest people I have ever seen in the airport.
I know a lot of people say U.S.A. That really depends on where you are. That's probably true with France also.
If you're in NYC or LA or any big city there are a lot of rude people. But, if you go to most any small town U.S.A. you'll find some of the nicest people in the world.

In my experience the French really get up my nose. One of my worst run ins was when I was visiting the Reclining Buddha in Bangkok. There was 1 really great vantage point for taking photos and the passageway was so narrow that you had to wait for people to finish taking their shot to get past.
Anyway there was a French couple taking their photos. Not content with taking 1 or 2 photos and then moving on so the rest of the large crowd could take a turn, they took photo after photo. My husband and I (and a medium sized crowd of tourists) patiently stood back waiting to get past. In the end I had enough and squeezed through in front of them to get past.
The French woman then had the hide to yell (in a temple mind you) at me for being rude and ruining her shot!!

my mom works in a 5 star hotel and wow, the things people complain about. Some people want free rooms because it snows the day they came.

Being rude is a relative term. What is rude to me and you or people in the US is not rude to other people. But to answer your question, I think that the burden is on us to behave better then everyone else. I have read at least one book on how rude and insensitive we are in the worlds eye. And I believe it is true we are very centric thinking when it comes to being tourist.
