Rome was a city-state until 117BC. Then, its rulers decided top invade and take over Greece and Asia Minor. By the time Augustus Caesar died, in 14 AD, the Romans controlled Egypt, much of North Africa and more. Over the next four hundred years, they ruled half of Europe and much of the East and North Africa, even Britain. For an analogue to our own imperial presidency, imagine what would happen to California or Ohio if somebody invaded Washington D.C.,with all its federal departments and wrecked the system. Then each state would have to do what the central government had done before--and some of them wouldn't do it very well. Federal highways would go out of use, there'd be no Amtrak trains, airlines would send out a fourth as many airplanes...and all tv production and schools would be just local.
