contact your local landscape companys or the railroad.
the rail workers in my area gave me 10 used ones when they were replacing them a couple years ago and said that a lot of the times they just have to pay to haul them off.

Just out of curiousity why would you want railroad ties? The ties you get off the tracks are usually coated in creosote which leaches like a bugger and is messy and somewhat smelly to boot. Railroad ties also arent recommended around a food garden or within 30metres of a waterway at least here in canada. You can always try your local saw mill and see if they have some log offcuts that you can use or some low grade/pallet grade posts. They will usually be fairly cheap altho not as cheap as railway ties but at least a whole lot safer.

Dr. Jackie Briggs, Wilmington, NC has quite a few stacked up and ready for sale in Buchanan County, Virginia. Mack Horn is handling the sale of these ties for him. He lives in Grundy Virginia. This is southwest Virginia, near the West Virginia and Kentucky borders.

Best place to inquire would be the train station itself. Ask for the operations manager of the railroad (not the train service) and ask where they dump all the rotten wood from the tracks.
