That depends on the weather that particular day. In Tucson, we have had some Christmas days in the 80s...others have been in the 20s with snow storms. Generally speaking, it's often a bit on the cool side to be dressing like that in late December....but there are always particular days all winter that would allow it.
This, of course, only applies to the desert areas (Phoenix, Tucson, Yuma, etc). Other parts of Arizona are quite high in elevation and have real winter weather.

Of course, this depends on where you're from. If you're from Arizona or the surrounding desert region, then NO. If you're from somewhere cold like Minnesota or Wisconsin or Canada, then it may well be. It depends on the year. Sometimes it can be in the upper 60s and even lower 70s in December. Of course, desert rats (or desert roses) don't wear sandals and capris until it's in the mid-80s. Anything below 80 can feel a bit on the chilly side. (This is Fahrenheit, of course.) Of course, some years, it can hover around 50 or so, which isn't sandal weather no matter where you're from. The Yahoo weather page can tell you more when it gets closer to Christmas time.
This answer is for southern Arizona, below the Rim. Up north, they get snow, too, like most of the rest of the country, because of the elevation.

It depends what part of Arizona you're in. In the lower desert areas like Phoenix or Tucson, it's often warm enough in winter to dress this way, though the nights can be chilly. But at higher elevations like Prescott or Flagstaff, you'd freeze your butt off. Winter snow is very common in the high country & sub-zero temperatures are not unheard of.

yeah! I grew up in Utah and I would wear shorts and sandals to school. However my legs were bright read by the time i caught the bus. Seriously, Phoenix is around 115 in the Summer and the winters arn't freezing unless you hit a rare snowstorm--not likely but you never know. I'd pack for both cold and warm weather just to play it safe. merry christmas

What part of Arizona.... Flagstaff has lots of snow and only Phoenix and south of Phoenix experiment warmer temperatures.
If you visit from a State up North - yes.
If you are from AZ the answer is No, you are used to warm temperatures and you will get cold.

Most years, yes. Evenings can get cool enough to wear closed toe shoes and a jacket. I've worn my winter coat about a dozen times in the past 10 years.

Depends where you are in Arizona. Only very few days in winter can you wear shorts and sandles in the winter it dont get below freezing in the city but it does get cold. (cold being 40s 50s ) (hay thats cold when you live here for awhile so dont laugh yall!) Mostly at night is when it gets coldest.

You do not say what part of Arizona, In the higher elevations of Northern AZ. it often is snowing by Christmas. \
Even in the lower elevations it get very cold at times. \I have seen snow in and around Phoenix
Do not suggest you plan on wearing out of doors.

Even in Phoenix it is a bit chilly by Christmas. I usually switch from shorts to jeans by mid December and need a lightweight jacket or sweater.
