Because he didn't try to do anything to stop it. And then, after the fact, he did plenty of stuff to make it tough to figure out what really happened.
And he flew the bin Ladens out of the country.
And he hasn't been trying to catch Osama.
And then there's all the other horrible stuff he's screwed up, for example the Hurricane Katrina response, and the war in Iraq.

Without holding the president blameless, how can you escape the fact that the people flying the planes must be assigned the greatest blame.
Then I think you must give the next highest chunk of the blame to the terrorist organization that funded the whole deal.
After that I'd look at Congress for setting up the walls between various intelligence agencies that prevented the dots from being connected.
Then whatever is left might be fairly charged against the president. I'm not sure what he should have done to prevent it but maybe the ones that blame him can come up just what he should have or could have done.

Bush takes the blame for everything. Because he is president people think he is in total control of everything. It was the Muslim extremists that attacked American on 9/11...not President Bush.

Bushes dad was responsible for the war in Germany.....and Japan didn't anyone see the pictures of him being picked up by a submarine at sea? That was after he had actually led the attack on Pearl harbor, and it was a Japanese sub that picked him up!
