Ummm As far as I know, all of the 50 states in the USA have runing water so my guess would be either the state of disbelief or the state of insanity.

all states have water... hence the saying "water water everywhere" well basically everywhere. people would die without water. what a silly silly question, i think.

I would like to say that in India, Jharkhand has no proper resource of water. There are other states that do not have a river running through them like meghalaya,mizoram,manipur, nagaland,sikkim but they all have source to ample rainfalls.

May be rajasthan in india. They have a river and indira gandhi dam there but it always dries up because of the desert climate.
