I would like to say that in India, Jharkhand has no proper resource of water. There are other states that do not have a river running through them like meghalaya, mizoram, manipur, nagaland, sikkim but they all have source to ample rainfalls.

May be rajasthan in india. They have a river and indira gandhi dam there but it always dries up because of the desert climate.
