Insulate between studs, drywall. Either remove garage door and frame in like the rest of the walls or leave it and build a wall right in front of it. Insulate and drywall. Put some outlets up high on the wall for your neon signs. Put enough outlets in so's that you're not running extension cord to your electronics.

first you should paint the walls a fun color, than you should get some foam mats that are shaped like puzzle pices for a soft floor that is easy toclean (office depot). if it is for kids you should always havve some spare paint so there friends can put there finger prints on the wall with thir names. have beaan bags and a tv and maybe even a fridge for fun parties. hope i helped
