should be same place as my '88 600 Shadow behind side cover near the battery

I believe on this bike it's inside the headlamp shell behind the headlamp. You'll have to remove the actual headlamp to get to it. Just remove the two screws in the bottom half of the chrome headlamp ring whose heads face out to the side.
Actually that's incorrect. I verified this on an '84 vt500 at the shop today. It's under a cover right above the triple tree. I'm assuming it's in the same place on the 700. I know some old hondas did have a small fuse box inside the headlamp shell, but not this model.

Yea, left side cover. 2 screws holding the plastic fuse box cover.

its between the speedodometer and the tack ometer, 2 screws on each side. i just replaced a fuse

If you do not find it behind the headlamp, look under the seat near the battery.
