I am starting high school in a small town w/ very few Jewish people (that I know of). I'm not very religious, but my mom says to ask anyone that I think may be Jewish if they are and then invite them over to the house.
So how do I know? I don't understand because what if someone is half Jewish and their last name won't sound Jewish. Also the last girl I asked was Italian and she was really rude about it too.

Well you aren't going to make many friends just asking if someone is Jewish. Why do they have to be jewish? I mean it is a link, but if you aren't very religious try and make friends by having something else in common. I went to a small high school with few Jews as well. Since it is a small school you will find out quickly who the Jews are.

A person's (students included) religious affiliation is no one's business. There is no way that you could find out unless they offer you the information. Does that mean that you are to exclude Protestants and Catholics from you list of possible friends. Doing so will not make you popular in your new school nor in the town.

Absolutely no offense intended, but why does your mom want you to make friends with only Jewish people? I am not Jewish but I have a few Jewish friends. I also have Hindu, Muslim, all forms of Christianity and atheist friends. I think if your mom is okay with it try making friends with people of other races and religions at school. It is okay if your mom doesn't want them to come to your house, but if she lets you interact with them at school be friends with them. You can find common interests with people outside your race and religion.
